Quality Management System

The Quality Management System is an integral part of the company's general management system.

It took the company about 5 years to develop, implement and certify the Quality Management System:

In March 2000, the Company signed a contract with Volgo-Vyatsky Certification Union (VVCert, Nizhny Novgorod) for the Quality Management System research, revision and preparing to DIN EN ISO 9002:1994 certification.

In January 2001, a Quality Management Systems Service was established at the Product Quality Management Department.

In August 2002, the Quality Management System was certified by Intersertifika – TUV in cooperation with TUV Türing Ltd., in compliance with DIN EN ISO 9002:1994 requirements.

In November 2002, the company signed a contract with CJSC TKB Intersertifika (Moscow) for providing engineering and consulting services in the present Quality Management System upgrading, in order to comply with DIN EN ISO 9001:2000 international requirements.

In December 2003, the system was DIN EN ISO 9001:2000 re-certified by Intersertifika – TUV in cooperation with TUV Türing Ltd..

In March 2004, the Quality Management Systems Department was established.

In December 2004, the first supervising audit commission proved the Quality Management System efficiency.

The Quality Management System (further on – QMS) development and upgrading at JSC KZ OTsM is provided through the implementation of specific quality projects. The first quality project was the QMS Development Program (approved on June 27, 2000).This strategic project was implemented to adapt the company to the European market and included three stages:

1. Establishing management and executive teams for the work program development, JSC KZ OTsM efficiency rating and revision.

2. QMS building, including:

• Quality policy development
• QMS responsibility sharing matrixes
• Regulatory organizational documents review
• Experts training for the QMS internal verification procedures
• Personnel training according to methods and regulations specified in the QMS documentation

3. QMS implementation

The project was completed after a successful audit and subsequent certification through TUV CERT – the leading German certification body. JSC KZ OTsM obtained the QMS certificate. Since September 2002, the MS ISO 9002:94 certified Quality Management System has been implemented at the Plant. The ISO 9000:1994 standards were to be out of effect by December 2003. This event contributed to the company passage to ISO 2000. The “QMS re-certification” project was developed (approved on December 31, 2002).

The project included:

• Personnel training
• Quality policy development
• QMS development, using a process-based approach
• Work arrangement according to documentation
• Quality Guidance development
• QMS implementation, using a process-based approach
• Evaluation of the QMS upgrading process

In December 2003, the QMS recurrent ISO 9001:2000 audit certification was held. Due to certification approval the Company obtained the quality certificate, being effective to January 2007.

Since January 2004, the ISO 9001:2000 certified Manufacturing Quality Management System has been implemented at JSC KZ OTsM.
